Vhee is capable of being a councilor because of her undeniable leadership skills, I've come to witnessed it a lot of times that whenever tasks are being given, she fully gives her 100%, taking initiative and giving all the suggestions that could easily carry out the tasks. Being with her for quite a long time, I am still amazed at how she balanced acads and swimming despite the workloads and hectic schedules that we have and that's not an easy thing to do. Her being capable of managing time efficiently, having self-discipline in order to accomplish tasks on time or even more advanced from the deadline, taking initiatives and full responsibilities to another level makes her capable of being a councilor.
